ՀԱՐՁԱԿՈՒՄ ԹԲԻԼԻՍԻԻ ՀԱՅԿԱԿԱՆ ԵԿԵՂԵՑՈՒ ՎՐԱ
2014 թվականի հուլիսի 19-ին, երեկոյան ժամը 17:00-ի սահմաններում, Թբիլիսիի Սուրբ Էջմիածին եկեղեցու բակում, ազգային և կրոնական ատելությամբ դրդված, իրականացվել է ծրագրված հարձակում Թբիլիսիի Սուրբ Էջմիածին եկեղեցու հոգևոր դասի, թեմի պաշտոնեության և հավատացյալների վրա:
Նույն օրը, կեսօրին ոմն վրացուհի եկեղեցու պարսպի մոտ կայանել է իր մեքենան և չի կարողացել այն դուրս բերել՝ խոչընդոտող այլ մեքենաների պատճառով: Նրան օգնություն են առաջարկել Հայ Եկեղեցու հոգևորականը և թեմի պաշտոնյաները: Սակայն կինը մերժել և զանգահարել է իր մտերիմներին, ովքեր գալով, եկեղեցու բակի մոտ օգնել են դուրս բերել մեքենան՝ միաժամանակ ազգային բնույթի հայհոյանքներ տալով հայ հոգևորականի և Առաջնորդարանի պաշտոնեության հասցեին: Եկեղեցու աշխատակիցներից մի քանիսը մոտեցել են, որ կարգի հրավիրեն նրանց, սակայն վերոնշյալները շարունակել են իրենց խուլիգանական պահվածքը և նույնիսկ հարվածել եկեղեցու պաշտոնյային, ինչն էլ պատճառ է դարձել ծեծկռտուքի: Կարճ ժամանակ անց երկու կողմերն էլ հեռացել են:
Երեկոյան կողմ նույն խումբը, հավաքագրելով մոտ 50 հոգի, հարձակվել են եկեղեցու առջև կանգնած Տեր Մանուկ քահանա Զեյնալյանի, թեմի Իրավական հարցերով և համագործակցության բաժնի տնօրեն Լևոն Իսախանյանի և տնտեսվար Ռոբերտ Իսախանյանի վրա և դաժանորեն ծեծել նրանց՝ մարմնական վնասվածքներ հասցնելով հոգևորականներին և Առաջնորդարանի աշխատակիցներին: Հարձակվողները պոկել են հոգևորականներից մեկի լանջախաչը և վերցրել են իրենց հետ:
Այդ պահին եկեղեցուց դուրս են եկել մկրտության արարողության մասնակիցներ, ովքեր փորձել են կարգի հրավիրել հարձակվող ամբոխին, սակայն եկեղեցու դեմ հարձակվողներն այս անգամ ուժ են կիրառել նաև մկրտության եկած ժողովրդի վրա, որոնց մեջ եղել են կանայք և երեխաներ, ովքեր այդ տեսարանից երկյուղած, նորից ետ՝ եկեղեցի են մտել: Այդ դաժան տեսարանները նկարահանվել են «Հայարտան» դիտարկող տեսախցիկներով: Մինչև ոստիկանների մոտենալը, Առաջնորդարանի վարչատնտեսական բաժնի տնօրեն Կարեն Երիցյանը իրեն ամրակցված օրինական զենքից մի քանի անգամ կրակել է օդ և հանդարտեցրել կռվողներին:
Այս պահի դրությամբ քրեական գործ է հարուցվել և ընթանում է քննություն: Բավական լուրջ վնասվածքներ է ստացել Լևոն Իսախանյանը, ում տրվել է դատաբժշկական ուղեգիր:
Ականատեսները պատմում են, թե հարձակվող ամբոխը ինչպիսի ազգային ատելությամբ է լցված եղել հայության հանդեպ: Նրանցից ոմանք եղել են ալկոհոլի և թմրադեղերի ազդեցության տակ: Ականատեսները վկայում են, որ եկեղեցու վրա հարձակված 50-հոգանոց ամբոխին ղեկավարում էին թանկարժեք մեքենաներով և վայելուչ հագուկապով այրեր: Այս ամենը Վրաստանի շատ եկեղեցիներում, երբեմն նաև լրատվությամբ, կենցաղային մակարդակով Հայ Եկեղեցու և ընդհանրապես հայութան հանդեպ սերմանվող ատելության արդյունք է:
Մենք բարձր ենք գնահատում Վրաստանի ներքին կայունությունը, այս երկրում բազմադարյա միջազգային և միջկրոնական հարաբերությունները և կոչ ենք անում Վրաստանի իրավապահ մարմիններին համապատասխանաբար գնահատել տվյալ գործողությունները և հետաքննել դրանք՝ որպես կրոնական և ազգային հողի վրա իրականացված հանցագործություն, ձեռնարկել անհրաժեշտ միջոցներ՝ Վրաստանում ազգային և կրոնական նշաններով ցանկացած պառակտում կանխելու նպատակով:

Un assalto alla Chiesa Armena a Tbilisi
Il 19 luglio 2014, un attacco pre-programmato è stato perpetrato ai rappresentanti della Chiesa armena di Echmiadzin Surb trova a Tbilisi, che è stata motivata da odio etnico e religioso. Verso le 16:00, una provocazione è stata organizzata su un territorio adiacente al cortile della Chiesa. Dopo un tentativo infruttuoso di guidare dal territorio adiacente al cortile della Chiesa, una persona che ha indignato e cominciò a rimproverare un ecclesiastico, la cui auto è stata presumibilmente bloccando la strada. Presto, due uomini apertamente aggressivi arrivato sulla scena e ci ha aiutato a prendere il veicolo. Il sacerdote entrò nell'edificio amministrativo della Diocesi Armena in Georgia, mentre i giovani diaconi, che si trovavano davanti, udirono gli uomini che usano un linguaggio volgare contro gli armeni. Quando la gente ha cominciato a protestare contro questa mossa, l'uomo scese dalla vettura, ha preso un manganello, ha continuato ad usare un linguaggio osceno, raccolse un sasso, e ha tentato di colpire i rappresentanti della Diocesi armeni. Quando il personale della diocesi armene sentito queste voci, si precipitarono fuori nella speranza di calmare la situazione. In questo momento, uno dei dipendenti della Diocesi è stato colpito nella parte posteriore, e una breve lotta seguì.
Circa due ore dopo, in seguito a questo incidente, l'uomo di cui sopra mobilitato un gruppo di circa 50 uomini, alcuni dei quali dotati di braccia fredde. Questi uomini si avvicinarono alla Chiesa e cominciarono a combattere con il clero e il personale della Diocesi, usando un linguaggio osceno contro gli armeni. Durante questa situazione, una cerimonia di battesimo si è tenuta nella Chiesa; i partecipanti cerimonia corsero fuori della Chiesa presso l'urlo e sono stati aggrediti dagli aggressori. Scioccato dalla situazione, donne e bambini hanno cercato rifugio nella Chiesa. In particolare, questa situazione è stata presumibilmente osservata da un gruppo di individui, che hanno ben vestita. Come risultato di questo attacco, i sacerdoti e il personale della diocesi armene sono state inflitte ferite, mentre uno dei sacerdoti è stato strappato via una croce adottata dagli aggressori.
Esortiamo le autorità georgiane Law Enforcement per classificare queste azioni e indagare su un crimine commesso basata sull'odio etnico e religioso.
In una certa misura, questo incidente è il risultato della campagna anti-armeno perseguita da alcune delle fonti dei media, e purtroppo, da alcuni dei rappresentanti della Chiesa ortodossa georgiana. Invitiamo i media ad astenersi dal diffondere i sentimenti anti-armeni nella società. Chiediamo alla Gerarchia suprema della Chiesa ortodossa georgiana a condannare pubblicamente le azioni motivate dall'odio etnico e religioso e di predicare la bontà e l'amore cristiano.
Abbiamo a cuore la stabilità interna della Georgia e sulle relazioni inter-etniche e inter-religiose secolari nel paese e sollecitiamo le autorità georgiane ad adottare tutte le misure appropriate per evitare uno scisma nella società georgiana, sulla base di motivi etnici e religiosi.

An Assault on the Armenian Church in Tbilisi
On July 19, 2014, a pre-planned attack was perpetrated on the representatives of the Armenian Church of Surb Etchmiadzin located in Tbilisi, which was motivated by ethnic and religious hatred. At around 4 pm, a provocation was organized on a territory adjacent to the yard of the Church. After an unsuccessful attempt to drive from the territory adjacent to the yard of the Church, a person got outraged and began to reproach a clergyman, whose car was allegedly blocking her way. Soon, two openly aggressive men arrived on the scene and helped to take out the vehicle. The clergyman entered the administrative building of the Armenian Diocese in Georgia, while young deacons, who stood outside, heard the men using foul language against Armenians. When people began to protest this move, the man got off the vehicle, took a truncheon, continued to use obscene language, picked up a stone, and attempted to hit the representatives of the Armenian Diocese. When the personnel of the Armenian Diocese heard these voices, they rushed outside hoping to calm down the situation. At this time, one of the employees of the Diocese was hit in the back, and a short fight ensued.
About two hours later following this incident, the above-mentioned man mobilized a group of about 50 males, some of them equipped with cold arms. These men approached the Church and began to fight with the clergy and the personnel of the Diocese, using obscene language against Armenians. During this situation, a baptizing ceremony was held in the Church; the ceremony participants ran outside the Church at the scream and were also assaulted by the attackers. Shocked by the situation, women and children sought shelter in the Church. Notably, this situation was supposedly being watched by a group of individuals, who looked well dressed. As a result of this attack, the clergymen and the personnel of the Armenian Diocese were inflicted injuries, while one of the clergymen was ripped off a cross taken by the attackers.
We urge the Georgian Law Enforcement Authorities to categorize these actions and investigate them as a crime committed based on ethnic and religious hatred.
To a certain degree, this incident is a result of anti-Armenian campaign pursued by some of the Media sources, and sadly, by some of the representatives of the Georgian Orthodox Church. We call on the Media to refrain from spreading the anti-Armenian sentiments in society. We call on the Supreme Hierarchs of the Georgian Orthodox Church to publicly condemn any actions motivated by the ethnic and religious hatred and to preach the Christian kindness and love.
We cherish the internal stability of Georgia and centuries-old inter-ethnic and inter-religious relations in the country and urge the Georgian Authorities to take all appropriate measures to prevent a schism in the Georgian society, based on ethnic and religious grounds.

Public Defender of Georgia addresses the incident taking place on July 19, nearby the “Surb Echmiadzin” Church in Tbilisi and urges the law enforcement officials to investigate precisely and efficiently the incident to avoid further escalation of the situation.Depending on the context, it is extremely important that the case is investigated with proper qualification. According to the information disseminated by media, the investigation is conducted under article 125 (battery) of the Criminal Code of Georgia. However, interviews with the eyewitnesses conducted by the representatives of Public Defender of Georgia as well as the analysis of video materials of the incident reveal the possibility of committing other crimes envisaged by law, such as hooliganism, organization of group violence, health injury. Furthermore, it is important that the investigative bodies search for all evidence related to the incident including those indicating to the fact of committing the crime on ethnic grounds. Solely based on the above evidence, the judge will be competent to apply article 53 (3.1) of the Criminal Code of Georgia during imposition of the penalty. Pursuant to this article crimes committed on ethnic or other discriminatory grounds are considered as aggravating circumstances at the time of imposition of the sentence.
Taking into account the ethnic and religious intolerance in the country, the State and the society shall take all necessary measures to respond promptly and thoroughly to the incident of “Surb Echmiadzin” Church in Tbilisi. The abusive and xenophobic responses to this incident in social networks and media are alarming and therefore, the Government, representatives of the society and media shall take all necessary measures to hinder a new wave of intolerance in the country.
The adequate investigation of the incident and punishment of the offenders will facilitate the prevention of incidents committed on discriminatory grounds.

Difensore pubblica chiede indagini adeguate di incidente nei pressi della Chiesa armena
Public Defender della Georgia affronta l'incidente che si terrà il 19 luglio, nei pressi della Chiesa "Surb Echmiadzin" di Tbilisi e sollecita le forze dell'ordine ad indagare con precisione e in modo efficiente l'incidente per evitare un'ulteriore escalation della situazione.
A seconda del contesto, è estremamente importante che il caso sia esaminato con qualifiche adeguate. Secondo le informazioni diffuse dai media, l'indagine è condotta ai sensi dell'articolo 125 (batteria) del codice penale della Georgia. Tuttavia, interviste con i testimoni oculari condotti dai rappresentanti della Pubblica Defender della Georgia, nonché l'analisi di materiali video dell'incidente rivelano la possibilità di commettere altri reati previsti dalla legge, come teppismo, organizzazione di violenza di gruppo, lesioni della salute. Inoltre, è importante che ricerca gli organi inquirenti per tutti gli elementi relativi all'incidente compresi quelli che indicano il fatto di aver commesso il delitto per motivi etnici. Esclusivamente sulla base degli elementi di cui sopra, il giudice competente ad applicare l'articolo 53 (3.1) del codice penale della Georgia durante imposizione della sanzione. Sensi del presente articolo i reati commessi per motivi etnici o altre discriminanti sono considerati come circostanze aggravanti al momento della imposizione della pena.
Tenendo conto della intolleranza etnica e religiosa nel Paese, lo Stato e la società adotta tutte le misure necessarie per rispondere prontamente e accuratamente per l'incidente della Chiesa "Surb Echmiadzin" di Tbilisi. Le risposte abusivi e xenofobi a questo incidente nei social network e dei media sono allarmanti e, quindi, il governo, i rappresentanti della società e dei media adottano tutte le misure necessarie per impedire una nuova ondata di intolleranza nel paese.
L'adeguata indagine dell'incidente e la punizione dei colpevoli faciliterà la prevenzione degli incidenti commessi per motivi discriminatori.
